Future
Like many other organizations serious about their growth and development, we too have made long term goals in order to achieve a better future. The future, of course, is always unpredictable, but it's easier to find the right path if the goal is known. We are expanding the scope of our work with good quality programs that we want to offer, while also building a better relationship with the local community. Here's the short version of our idea, presented as a project.

Summary of the project and included activities
To enable participation and mobility of youth and international cooperation!
The main goal of the project is to offer organizations and student groups and other interested from Europe, Croatia and all around the world, with facilities and educational programs in Vukovar and at the same time to provide self maintenance of YPG "Danube" to be able to realize projects in local Vukovar society independently of local funds.
That would raise capacities of YPG "Danube", so young people could actively participate in different projects and would have more possibilities, which would benefit to the development of the town of Vukovar and its regions.
We would enable the mobility of youth and international cooperation, what is a pre-requirement for communicational openness towards other societies and communities, provide new and more qualitative ideas and experiences. Project includes flow of youth in two different fields:
Reconstruction and adaptation of YPGD House
Project includes reconstruction and adaptation of existing facilities and construction of new facilities (the upper floor of the YPG "Danube" house construction of bedrooms, bathrooms and kitchen), which are the main technical pre-requisitions for realization of this project. That will provide sufficient room for approximately 30 visitors.
We believe that by construction of this facility we would create atmosphere and possibilities that would additionally motivate the development of tourism, economy and investments in Vukovar.
EYH (European Youth House) will be the center that will host and provide visitors information of history and presence of these post-war areas that are situated on corridor between west and south east of Europe. Through already existing structure of the group, we are able to prepare and realize qualitative program with different topics of education and work (seminars, creational workshops, educational-working camps, visits to surrounding places and monuments of the town of Vukovar, concerts, exhibitions and other).
Project base
This project is very important for our region because it supports the youth exchange and multicultural contacts between young people from our community with the rest of the world.
Project as such is based on:
- "European Communities White Paper- New Impetus for European Youth" (Commission of the European Communities, Brussels, 21.11.2001, COM (2001) 681 final)
- "European Charter on the Participation of Young people in Municipal and Regional Life" (Resolution 237 of the Standing Conference of Local and Regional Authorities of Europe adopted on 19 March 1992)
- "Croatian National Youth Policy" (supported by the Croatian Parliament on October 2, 2002, adopted by the Government of the Republic of Croatia on January 16, 2003)
- Strategy of development of the Vukovar-Sirmium County and the strategy of the city of Vukovar
- Proposals of the organization for development of UN (Report on Social Development 2004-UNDP)
- Research which we held in town of Vukovar on the sample of 200 youngsters
Specific aims of project
Short-term (1 year):
- Reconstructed of YPG "Danube" facilities
- Provided qualitative accommodation and proper educational program for approximately 300 visitors a year
- Created place in Vukovar where students will be able to spend time and learn through theoretical and practical workshops about peace building, democracy, human rights in post-war areas and about history of our city and this area
Long-term (2-5 years):
- Higher level of volunteerism, through participation in projects related to local community
- Increased visibility of youth role in the community development
- Increased international cooperation
- Developed alternative and urban culture in the town of Vukovar
- Improved communication between young people from different nationalities
- Higher level of involved young people in our activities
- Increased youth exchange
- Developed local community
- Motivated youth for self-employment and creation of new working positions
- Decreased level of youth migration from Vukovar
- Created brand of YPG "Danube" known for public in local, national and international level
Number and characteristics of consumers
Main:
International society – organizations, student groups and interested persons in spending time and gaining new experiences in Vukovar for example students of politic sciences, sociology, Slavic languages, culture and art, for now there is interest from Australian, Netherlands, American and German student groups.
Second:
Members of YPG "Danube" and 300 directly and indirectly currently involved in our activities. We are convinced that constant exchange and fluctuation of new persons (especially youth) from our country and abroad, will positively influence youth in our area. Visitors will bring new ideas and will leave positive impact in our community.
The creation of self-financing system of organization
After the war in Croatia, EU and many international companies and donors were interested to donate for process of reconstruction of our country. Unfortunately because of new war areas and more social-political vulnerable regions priorities and cover areas of funds and donators has changed.
Because of that fact youth organizations and volunteer work in the community has to provide its own financial resources, independent from additional funds of the town, county and government. With reconstruction of facilities and by developing educational programs we would offer this service packet for interested people, and that would create self-financing system. All incomes would be used for local project to raise local economy and develop city.
Long-term plans related to the project
Project "European Youth House" is appropriated to provide other projects with inner funds gained from hosting and educating different groups. That means that we will have possibilities to create and implement more different new ideas, which would provide additional means for operational costs and possibilities to more qualitatively implement the projects.
That will be done with preparation of strategic and operational plan in accordance with the program principles and strategic plan of YPG "Danube".
Reasons and needs
YPG "Danube" is organization created upon the initiative of young people from Holland and Austria who came to visit the occupied areas of Croatia in 1995. The idea was born about the need of young people to connect with the young people from "the other side of the border" and the world.
In 1998 we played the key role in peaceful reintegration of the Danube Region by breaking first and highest obstacles in communication between Serbs and Croats.
We saw the need for cooperation between different nationalities, so we were able and still help the return of life and young people into the destroyed town. We organized first concerts, students exchange, reconstruction of children playgrounds, visits to the most vulnerable citizens. Our projects were written with the main idea of peace, reconciliation and co-existence.
We believe that today, as then, we remained one of the well known youth associations in the region, which works on regional, national and international level.
The present situation is different. With time generations have changed. Today main problems are how to cover the basic needs, qualitative education and social-political and culture processes. Inexistence of policy towards the youth on local level - ignorance of needs, current situation, has consequences such as apathy, passivity, an asocial and aggressive behavior, increased number of drugs and alcohol users among young people and their massive migration from the town. As a confirmation to these words is the article which was recently published in Vukovar newspaper:

"The picture of the society"
"What would be diagnosis of the today’s society at the end? Do we live in a "sick" environment? A group of experts, including myself, has performed a questionnaire. It included persons from the different areas - schools, health and social care. From it, based on the results, we made the health picture of the County.
Problem number one – about which people complain the most - was depression. Interesting were the answers given by young
persons: to them everything "sucks", they do not have places to go out, nothing interests them, and nothing is offered to them, old people think only about themselves. In other words, young generation is lost and depressed. I must admit that we were surprised with this kind of results. Open telephone 032/452-054"

The capacities of young people in Vukovar are not still explored and used enough!
However, after everything that was mentioned the capacities of young people in Vukovar are not still explored and used enough. That can be seen from our questionnaire, where we questioned 200 young persons between ages 15 and 29 in 2004. The questionnaire showed that young persons are interested to qualitatively spend their free time through participation, learning, preparation and organizing of different youth activities.
They will soon be the carriers of development!
Our organization helps young persons by informing and advising them, at the same time providing the necessary infrastructure and persons, who can help them in everyday life and adult world. With our work we support proactive approach to the life of a person who is still learning how to deal with many temptations and problems.
It is important to emphasize that the road they will choose is not only responsibility of them and their parents, but also the responsibility of the society they live in and in which they will soon be the carriers of development.
Cooperation with Ministry of Family, Defenders and Intergenerational Solidarity!
It is necessary to emphasize that the Ministry of Family, Defenders and Intergenerational Solidarity (among other donors) recognized our work and by regular project financing gave us the opportunity to partly continue and maintain the continuance of our work during the past 10 years, but that still does not resolve the problem of youth in Vukovar.
Capacities and needs
Our capacities are overloaded and it is hard to work in all areas. Our activities are increasing, but technical working conditions and finances remains the same or even reduce. It often happens that we have several different activities at the same time and it is complicated to coordinate them, because there are not enough capacities which can cover that.
For example, every year from 1st of June untill 1st of September we organized educational-working camps for more than 150 international volunteers who stayed in our house and at the same time we had to implement other projects like English and German language workshops or lectures on activism of youth in local community.
Works on the House of YPGD
YPG "Danube" house was bought in 1999 by CARE international Australia and is a center of our organization for the past five years. The major problems are the difficult working conditions in a not reconstructed house, therefore a great amount of time and money we have to spend on its "stitching", that we could use for much better activities.
We are currently working on the purchase of beds for our bedrooms so we could host our volunteers in a more quality conditions. The office of the organization and the facility for Youth club and workshops has already been built. We have organized working camps for reconstruction of these objects, but they are not sufficient for implementation of this project as a unit, because we require a financial support for professional assistance in reconstruction of YPG "Danube" facilities
